In my opinion, the matching fields mentioned within RFC 3261 section 17.1.3 are too lenient since basically only uses Via branch and CSeq method. However if you want to accommodate noncompliant devices that send the wrong Call-ID, To, From, and number within CSeq, feel free to be that lenient.
