The PRACK is generated by the UAC. The proxy follows RFC 3262, RFC 3261, and RFC 6026 similar to other mid-dialog requests (such as BYE) and corresponding responses. For completeness, RFC 3262 section 3 also indicates the following: "Of course, unlike a UAS, when the proxy element receives a PRACK that does not match any outstanding reliable provisional response, the PRACK MUST be proxied." > 2.
