I see no good justification for returning *400* in this case.

I could imagine some implementation returning 403 if it doesn't want to disclose that information.

But IMO the right thing to do is to challenge with 401 if valid credentials are not present. And if valid credentials are present, then return the registered contacts. Why would an implementation not do that?
