Yes. However, creating a dialog solely for the purpose of conveying MESSAGE messages (by sending an INVITE that sets up no media sessions) is at least discouraged. That will turn it into a form of session-mode messaging. MSRP was created for session mode messaging.

The point is that if you have a sip session for other reasons, and want to also send MESSAGE requests to the peer in that session, then you may do so.
