No, the media and signaling IP addresses can be the same or different. Also, the media address(es) can change during the dialog if a new SDP offer/answer is negotiated. The signaling IP address can *also* change -- the dialog that a SIP request is part of is determined by the Call-Id header, the to-tag, and the from-tag, not the address from which it originates.
