Charging correlation among different operators is achieved through Inter
Operator Identifier which is a globally unique identifier shared between
operator networks. The originating IOI and terminating IOI are exchanged by
the SIP request and response messages. The originating IOI is inserted by
the originating CSCF in the P-Charging-Vector in SIP INVITE or other SIP
requests.  Similarly terminating CSCF inserts the terminating IOI in SIP
responses in the P-Charging-Vector header
