This version is a third attempt to address the sponsoring chair's (that
would be Keith) comments as raised during the PROTO writeup prior to
sending this puppy off to the IESG. Note that this is AFTER WGLC.
Two points:
1) Thirty percent of the supporting text has been touched in the
process. If you care, you might want to eyeball the latest draft. There
should be no impacts to implementors (except, perhaps, cognitive).
2) Given the depth and breadth of the comments during PROTO writeup,
clearly, we aren't doing all that good of a job in reviewing drafts
during WGLC. The floor is open on how to do a better job. Anybody have
ideas?
