To answer one of your question: I have implemented ICE in open source
software (around version 8... not 17): It's available through oRTP and
mediastreamer2 library (not used in any open source final application)
and still miss only TURN capability.

I'm more or less waiting for an RFC before updating to the latest ICE
specification...
