Ya, I agree with Paul. I was about to write the similar thing that 199 will be 
treated as per non 100 1xx response as 3261 says (in case UAC does not 
understand 199 message).

I don't understand the problem here.
If the UAC receives the 199 as the first provisional response in a new dialog, 
then it will in effect create a new dialog and then immediately terminate it 
based on the 199.

If the UAC doesn't understand the new semantics of 199 then it will treat it as 
an arbitrary 1xx response, and create a new dialog that then will have to time 
out. But that is no different than if the 18x response had not been lost.
