Oh boy - this is the big one. Do we:
(1) Do the SIP thing and punt on the issue, risking the wrath of TSV when they realize we can storm the network?
(2) Cut and paste the SUB/NOTIFY throttling work, begging the question, "Why are we using INFO and not SUB/NOTIFY in the first place?"
(3) Mandate each package have a throttling negotiation mechanism (the current text)?
(4) Do something confusing and different? Yuck.
