I guess the text could say that "This is in addition to the presence of the Supported header IF THE UA WANTS THE REGISTRAR TO RETURN THE GRUU." Because, the gruu itself will be created even without the Supported header. I am not sure that we before have defined a mechanism where an option-tag may have to be present in BOTH the Require and Supported header, so that is why I think the text needs to be really clear.
