I am not sure what you mean. But we use SIPp to test PBXs, proxies, gateways
and terminals, by simulating both UAC and UAS.
If you do any testing with SIP, i think it is worth the effort to learn to
use SIPp because it is very simple and if you find some limitations you can
always extend the code to meet your needs (instead of writing something else
from scratch or buying some commercial tool that I never bother to look for
as SIPp offers everything I need).
