Yes - it takes the name of a built-in scenario (-oocsn is "out-of-call scenario name", -oocsf is "out-of-call scenario file"). The scenario you want is probably ooc_default (i.e. "-oocsn ooc_default") - see http://sipp.sourceforge.net/doc/reference.html#UAC+Out-of-call+Messages.
