Arjun -- I'm back from vacation and finally caught up enough to start investigating this problem. So far, I don't know what is going wrong, although it appears to be an interaction between the configuration change and something in how the redirector constructs new URIs. interop.pingtel.com is using the same configuration (with the 3.11 code base) and does this retrieve correctly, but your 3.10 system does not.
