We have an open issue:
XCF-2185
relocate jar files and templates out from under /etc/sipxpbx
that seems to have fallen off the 4.0 list (int the tracker at least).
Can we get it back into what we're doing in 4.0? We're touching
virtually all of these files anyway as part of cleaning up configuration
file generation.
