We do have the convention that the servers' addresses are aliases for the SIP domain. OTOH, that's reasonable in a single-server configuration, but in an HA configuration, it makes a lot less sense to consider all the server addresses as aliases for the overall SIP domain. Perhaps we want to allow the server address as an alias *only* in single-server installations? That would also remove the problem of requiring every server to be restarted when the address of any server changes.
