What we currently have in is based on Google Contacts Data API. What I think we need for the described scenario is the Google Apps Provisioning API - http://code.google.com/apis/apps/gdata_provisioning_api_v2.0_reference_java.html though not 100% sure. My call would be to open up an issue with the complete scenario and I will investigate / submit a patch for.
