Yes.  Put another way, the highest precedence non-default value is
applied to the user.  

i.e. If one of the groups has a non-default setting, then there is no
possible way to arrange precedence of the groups such that a default
value is applied to the user.

We do have a JIRA:

lets admin choose which settings matter

        When the highest precedence user group has default values, it
doesn't reflect for the user, instead the user inherits the values of
the least precedence user group.
        Example: 
        Set CF1 user group has Call forwarding >> Initial delay to 40sec
and CF2 user group (highest precedence) has default values for initial
delay(20sec).
        The ' user ring time' of the User added to both the groups
inherits the value 40 sec, whereas as per the Description under User
Groups, the 'user ring time' of the User should have been the default
value(20sec).
        
        Is this an issue? If so will raise a JIRA.
