That tells sipx when a UA dials a 3 digit number it looks internally to deliver (dispatch) and send the call, rather than sending it to a gateway.
i.e. I want all my users to have 4 digit extensions, I change that to "4". So instead of user 2000, I create a user, and it defaults to 2000 as the first starting number according to the range I set.
