I think the config UI should/has to allow EVERY character, because you
cannot dial sip uri's without special characters.

This really sounds like a proxy action to me, and not a dialplan or gateway
action.

IF gateway is checked "do not allow special characters" then the proxy
should be sure to send only the allowed characters to to the gateway.

To me: help text is more feasible, since the user needs to know what they
can and cannot dial (if this is a phone number, please input it with only
the numbers. i.e. 5551212 and not 555-1212).
