Please check the following scenario
1.user 200 with polycom phone with local permission
2.user 201 without phone and VM permission
3.Local dial plan with FXO gateway which allow any numbers and
without prefix value
4.user 200 calls 201
5.user 200 call established with FXO
So this behavior is valid?But we won't have issue if VM is enabled or
user have registered phone
