This sounds very much like they are not doing dialog matching correctly
on the early dialogs.  We see this a lot with implementations that have
not been tested with a forking proxy.

If you collect a call trace and post it here, I may be able to see which
of the several flavors of this error they may be having.  See:

when you get the trace data, post the trace with a description of your
configuration (identify components by IP address), and which call in the
trace you're talking about (by call-id or frame number in the trace,
preferably).
