Actually the B2BUA in 4.0 will not provide a programming interface. It is specialized as a session border controller (SBC) for interfacing to IP Telephony service providers ( ITSP ). It will be the default SBC bundled with sipxbridge for interfacing with ITSPs. If you wanted to program up a stand alone B2BUA for 3PCC and do not wish to (or cannot) use the REFER method to effect the transfer, you can look at 3275 and use one of several fine free sip stacks to build what you want.
