I am testing the Dialogic MGW with SIPX now. 

Finally I found the problem from Dialogic MGW. SIPX sent SIP REFER to it
with extension number but Dialogic MGW bounced back with 500 internal server
error.

BTW, never luck to let sipviewer work  due to remote connection of display.
I have to start wireshark in X-Window in hosting SIPX server.

No... 

Are you able to call the phone you were trying to transfer to from some
other phone?

It's possible that your gateway (what is it?) doesn't do transfers
correctly.  If the gateway has a log, look there.

To debug this, you'll may need to trace the message flow and see what's
going wrong.  See:

when you get the trace data, take a look at it using sipviewer and/or post
the trace with a description of your configuration (identify components by
IP address), what you were doing, and which call in the trace you're talking
about (by call-id or frame number in the trace, preferably).
