I thought of recommending the following procedure.
*Procedure:*

Note : Always reset the superadmin p/w being sipxchange user. Else there
could be a permission conflict
1) Stop the machine.
2) login as sipxchange(su - sipxchange).
3) Run sipxconfig.sh --database reset-superadmin
4) login as root (using su + root1234)
5) Restart the machine.
6) Open the web ui. Now the superadmin password is set to blank. Login
with blank password and set the superadmin password to 1234.
However I wanted to give a try myself before recommending the same.
Unfortunately I too hit upon the same issue that you are seeing.Have
raised XX-5843 <http://track.sipfoundry.org/browse/XX-5843> in this regard.
