If you're talking about servers -> server name -> ACD yes it's active. I've 
restarted everything.

When you created it did you also just activate acd as a role and make sure the 
service didn't need to restart?

I created a ring-all queue named "queue". I assigned a line "401", and pointed 
it to queue "queue". I selected users I wanted in the queue, then clicked 
Activate. I check that the agents are signed in and make a test call to 401. I 
get a fast busy signal. When I watch the logs as I make the call, I get 
"CALLSTATE_OFFERING::reject the call due to no signed in agent". I Google'd and 
found someone else with the same problem on this mailing list:

However the "fix" didn't apply here. My domain name and case is correct. Help!

I am finding on my development system that it works if I sign out my user, then 
activate the call center, then sign in the user.  I do this each time I restart.
