I found a solution and I thought I would post it in case anyone else is trying something similar. I created a permission called CannotCallClassrooms and enabled it by default. I then changed my rule to forward to voicemail during the day to require that permission. Then for phones that need to be able to call the classroom I just disable the permission. It seems to work for both internal and external calls and is actually better as users don't have to dial a * to call a classroom. Thanks,
