Yes, that looks like a great solution!  I hadn't thought of creating a
time based dial plan entry.

 

In previous versions if you just added a dial plan entry like this in
the dial plan you would never be able to dial those extensions without
having that permission.  In fact, if there was another dial plan entry
below that that you did match for some reason you would be kicked out of
the dial plan before you got to it (dial plans work from the top-down).
With the addition of a schedule on dial plan entries that makes for a
nice solution for your situation.

I found a solution and I thought I would post it in case anyone else is
trying something similar. I created a permission called
CannotCallClassrooms and enabled it by default. I then changed my rule
to forward to voicemail during the day to require that permission. Then
for phones that need to be able to call the classroom I just disable the
permission. It seems to work for both internal and external calls and is
actually better as users don't have to dial a * to call a classroom.
