It should interoperate with those handsets insofar as the SIP mode is
concerned.  Since sipXecs does not directly support operation over
cellular radio, it's does not participate in handoff between SIP and the
cellular realm, so it can't implement VCC.

We have a couple of public servers available for testing:

interop.sipxecs.org runs the open source version, and there is another
one running the the Nortel commercial version (which requires joining a
Nortel partner program).

I believe that there may be a problem with the firewall that
interop.sipxecs.org is behind at the moment, so the SIP may not be
working correctly.  I'm working on a new installation of that service
that will not be behind a firewall to eliminate that (recurring)
problem...  you should, however be able to reach the web interface that
describes how the server is configured and how to use it.
