I _think_ that the problem is not too bad for a couple of reasons:

      * If the site already has DHCP, then none of this is relevant.

      * The linux dhcp server does make some effort to avoid collisions
        with addresses that are already in use.

Fundamentally though, you're right.  The current strawman plan for the
next release includes real management of DHCP and DNS from within
sipXconfig, and if we do that then we'll remove the setup for them from
the installation scripts and do a proper job of managing possible
conflicts.
