The IM presence ties into the RLS server.  The way it works is that the 
openfire plug-in we have built acts as a client to the RLS server so the rule 
of thumb is that if you can monitor a given phone state via BLF then you can 
also see his 'on the phone' state in your IM client.

Note that the mechanism can only track the state of SIP phones.  If you call a 
local extension on the system that is forwarded to your cell phone over a PSTN 
gateway, you will not appear as being 'on the phone' if you pick up from your 
cell phone.
