The first thing to check is when the replication of the credentials and
permissions data sets happened - once credentials were replicated, the
registration refresh should have failed (there's nothing special about a
refresh in terms of the authentication).

You can see the replications most easily
in /var/log/sipxpbx/sipxconfig-audit.log, I think.
