If you're tagging every packet ("on all interfaces") with the same QoS
markings it's not really QoS is it?
What you have to do is either have your switches or phones tag their
packets with QoS markings. In the case of the switches, ONLY tag QoS on
the VLAN, not on the entire switch. I did this once with my HP switches
and things went nuts until I fixed it.
You also probably need to implement "layer 3" QoS in the watchguard,
stating that packets from the IP address of your sipX server(s) have
higher priority on the internet connection.
Make sure you set up your QoS bandwidth on the watchguard as well
otherwise the router won't know when to limit non-priority traffic.

You haven't told us anything about how QoS tagging is done internally
before it reaches the firebox. Who is your ITSP? Are you tagging
packets at the switch level for the voice VLAN?
