So I did what you suggested, the problem I seem to be having is finding the 
repo file for 4.2.1 all I see is 4.0.4 and 4.2.0???

cd /etc/yum.repos.d 
rm -f sipxecs.repo
(assuming sipxecs.repo is the name of your current repo)
wget + the url of the repo in download.sipfoundryt.org
like
wget http://download.sipfoundry.org/pub/sipXecs/sipxecs-4.2.0-centos-i386.repo


is a good example

  remove the repo that you have and wget the one that is there.
