Ok.....so I must have made an error setting up my trunk to my SBC as the refer is being sent out to the SBC and thus also sent to my ITSP.
Essentially where I ran into this error was when I was testing key presses through our main IVR and when it transfers a call to the extension it sends the refer back to my SBC. Up till now everything I had been doing was direct dials in and out, which all works great. I'll walk through the wiki again and try to see where I messed up.
