I discovered this on Thursday... I was also trying from LAN connected PC and couldn't get the restore but the voicemail backup file was 1GB. I copied the file over and tried just a voicemail restore and that didn't fly either (complaining about the version... and granted it was from a different version). So rather than trying to unzip / replace the version file / rezip, i tried a local backup and then just swapped in my voicemail backup file and voila.
