Just last week we were having a similar problem at an openUC install. Turned 
out to be an older SIP/IM client called 'twinkle' that one of the users had 
installed on his workstation. It was trying to get presence data from the other 
users in an unsupported fashion, and ended up causing all of the problems.

If you are rebooting the server you remove the ability to troubleshoot and see 
what's wrong.

You have 4GB of RAM, which is usually enough for a system with ~25 users (IMO). 
So were you using swap? Did you restart PROXY or REGISTRAR before pushing the 
shiny red button?
