If you have licensed VoiceEngine from Global IP Sound, you need to write a some wrappers to plug it into sipXtapi. An abstraction was created for this; however, the actual wrapping for VoiceEngine is not in open source.
Pingtel has a VoiceEngine wrapper that they sell as part of a commercial sipXtapi offering -- you can talk to them.
