It must have something to do with your version of pcre. What version do you have? I suggest you use version 6.4. You can download it from http://gnuwin32.sourceforge.net/packages/pcre.htm
Try downloading and installing version 6.4 and compile sipxezphone again. Then copy pcre3.dll to the same folder where "sipxezphone.exe is". "Pcre3.dll " can be found in "C:\Program Files\GnuWin32\bin".
