http://gnuwin32.sourceforge.net/packages.html

Download "patch" from there and put it into a directory that is in PATH.

I personally have so called msys (search on google - minimal system) and mingw 
setup. There I have patch, diff, tar, gzip, vi, gdb, svn, svnmerge and other 
usefull programs.

If you mean DHCP, then your IP is valid only for certain period of time. Then 
your PC needs to negotiate new IP address (which might be the same) and will 
also negotiate new DNS servers. Probably one of your DNS servers that were 
detected automatically didnt respond fast enough. You can check that with 
nslookup command.
