Have you checked out the tree with --ignore-externals?
In each of the project directories (sipXportLib, sipXtackLib, sipXmediaLib,
...) there is a tapi directory -- this directory actually exists in
sipXcallLib, and the copy in each of the other project directories is
maintained by subversion via an "external" link. -- think of it like a
symlink in standard unix filesystems - only difference is that it's
maintained by subversion so that it works properly on all OSes.

This is what it sounds like happened to you. If you're using TortoiseSVN to
check out the tree, there's a checkbox to "ignore externals" - easy to do -
which might be what happened to you.
