Did you try sipxConfigEnableSipAllowHeader ?

When I do that, sipxtapi sends Allow header in INVITE message with 
INVITE, ACK, CANCEL, BYE, REFER, OPTIONS... etc

However I use sipxtapi branch not 3.6
