If you have http access, you should be able to pull the code with a
subversion client (like TortoiseSVN that Jaroslav mentioned.)

When you install it, and check out a repository, use:

http://scm.sipfoundry.org/rep/sipX/branches/sipXtapi

If you installed the command line subversion client, change to the directory
where you want to check sipXtapi out, and use the following command:
svn co http://scm.sipfoundry.org/rep/sipX/branches/sipXtapi

You'll then find the repository in the directory "sipXtapi" located in your
current directory.
