The sipxtapi .Net wrapper has fallen quite out of date. It includes a snapshot of the sipxtapi code with binary.dll files in the SVN repository to help you get started but it needs work. There are 2005 proj files but this snapshot is from before sipxtapi provided them.
A DLL not found exception means it couldn't find the dll OR a dll it depends on. I would get Dependancy Walker from Sys Internals to find if that is the case. When using a new version of the sipXtapi with the .Net wrapper please make sure all the structs are in sync with the ones in sipxtapi.h.
