I followed the instructions from [1] to add the required basic CMS layout [2]
to the SIS repository under https://svn.apache.org/repos/asf/incubator/sis/site
using the template from [3]

I've also filed issue INFRA-5015 for the Infra team to set up CMS for us.
Hopefully, the existing site will remain intact after CMS has been set up (I
put a note on the Infra issue to ask about that).
