Thanks for the direct link Greg. If I recall correctly, there's some impetus from infra to move towards this (I believe the old rsync method of updating will be mothballed sometime early 2013) and so switching to the CMS now rather than later will be beneficial for us.

No the CMS is a Content Management System built by the Apache Infra
group. It's a frontend to a svnpubsub service.
