Well, for Linux load balancing, one of the best places to start is the Linux Virtual Server Project at http://www.linux-vs.org What you described is pretty much what they do.
If load balancing is indeed your goal, then OSCAR is probably not for you. However, once you get started, if you're looking for an efficient way to image systems so that each backend web server has the same install on it, check out the System Installation Suite (http://sisuite.org), which OSCAR uses for installation -- it allows you to create images and then blast them onto a system via rsync (I think these days it even has some sort of multicast support for doing multiple systems fast and easy).
