We have several paths within the site, including for new users (which
you followed) and for those who quickly want the list of specifications.
On the home page in the left column there is "...or view all" which
takes you to:
http://www.w3.org/TR/
That is a categorization of specifications. There are other views as
well, including by title:
http://www.w3.org/TR/tr-title-all
(We moved away from "sort by date, most recent at the top" to "show
categories" in the site redesign; that was a tough decision because
there are difference audiences for each).

1. Hmmm where could the HTML 4.01 reference be… look under
“Standards” heading on the left end up clicking “Web Design and
Applications”
2. Click on large “HTML & CSS” link
3. No obvious link to HTML 4.01 specification, scroll down a
fair bit and click “HTML” under the heading “Current Status of
Specifications”
4. Scrolling down yet again eventually get to click the “HTML
4.01 specification” finally!
To save having to bookmark every single reference page on your site
it would be much better if there was a “Specification References”
link on the home page which by default showed current non-draft
specifications alphabetically ordered there by reducing confusion
and meaning you can get to the correct reference page in 2 clicks
instead of 4.
