Unfortunately, I don't have generic guidance regarding hit counters.
If the hit counter is to provide information to the site owner, then I
think you can say that Web logs provide a lot more useful information
and so they should invest in log analysis.
I'm not sure why users of the site themselves need to know hit counts.
