problem: cannot access XSD file on w3c

Hello. I'm trying to download a schema from the w3 web site.  My browser just sits there for 60 seconds and nothing happens, then I see an error message supplied by the proxy server here.  It says "Network Error (tcp_error)".  I'm not sure what that means etc. (i.e. I don't know whether it got an HTTP error response or the tcp/ip socket closed or it just timed out.)  I tried this URL from my phone too (i.e. different ISP) and it also failed. The schema URL I'm requesting is: http://www.w3.org/TR/xmlenc-core/xenc-schema.xsd It is referenced by this spec: http://www.w3.org/TR/xmlenc-core/ The schema URL has been broken since yesterday or earlier.
